Whereas: After considerable pressure from the grassroots Chapter 313 of the Texas Tax Code expired in the 87th legislative session;
Whereas: calling for the Texas Legislature to end this $billion tax subsidy was part of both Democrat and Republican platforms;
Whereas: such manipulations of property values are blatant admission by the Texas Legislature that property values in Texas are random and capricious;
Whereas: it was conclusively demonstrated that the jobs purportedly created under this program, cost the state of Texas over 3 times the actual salary paid to the employee;
Therefore be it resolved: That no attempt by the Texas Legislature be made to revive, reinvigorate, restore or develop similar programs in which Texas Taxpayers subsidize school district property taxes;
Be it further resolved: that all programs in which the taxpayers are subsidizing property taxes be brought to an end.
Whereas: Texas property taxes are based upon property values derived by County Appraisal Districts,
Whereas: various programs and tax codes in Texas allow for the manipulation of these property values,
Whereas: such manipulations are blatant admission by the Texas Legislature that property values in Texas are random and capricious,
Whereas: Property Appraisal increase limitations are not being followed as originally intended by the Texas Legislature,
Therefore be it resolved: That the current appraisal structure in the State of Texas be abolished and the Texas Legislature develop a new program;
Be it Further resolved: that a new structure will have appraisal boards be elected by the electorate and NOT appointed.
